Harris & Associates serves as the City of Rialto’s Program Manager, providing comprehensive oversight and coordination for the City’s active and expanding Capital Improvement Program, valued at more than $100 million. Through a tailored and integrated approach, Harris supports Rialto in strategically planning, delivering, and monitoring infrastructure investments that enhance community resilience and quality of life.
The City selected Harris to deliver end-to-end program management services aligned with Rialto’s operational needs and long-term goals. Acting as an extension of City staff, the Harris team provides leadership, technical expertise, and structured controls to advance projects efficiently while maintaining transparency and accountability.

Downtown Parking Lot Improvements: Harris successfully designed a new parking lot at the northeast corner of the South Riverside Avenue and West Rialto Avenue intersection, enhancing access to Downtown Rialto and supporting local businesses. This project provides additional parking, access to nearby amenities, and increased business exposure. The parking area features 18,000 square feet of paved surface, accommodating 47 parking spaces—four of which are ADA-compliant and two are van accessible—alongside eight electric vehicle charging stations. Concrete walks and access ramps connect the parking lot to adjacent streets and buildings, resulting in accessibility for all users. A bio-filtration system within select planters effectively manages stormwater runoff, while the installation of 12 safety lights and drought-tolerant landscaping further enhances the area’s safety and appeal. This project not only improves parking accessibility and convenience but also contributes to a vibrant atmosphere that promotes local economic growth.
Comprehensive Stormwater Asset Inventory and Condition Assessment: Harris partnered with the City to develop a comprehensive stormwater asset inventory, creating a powerful tool for efficient infrastructure management and lifecycle planning. The project involved records research, GIS protocol development, and detailed field verification, resulting in a robust GIS database documenting over 1,700 storm drain structures and 40 miles of conveyance—identifying and cataloging numerous previously undocumented assets. An extensive QA/QC process and geometric network modeling resulted in seamless connectivity, empowering the City to streamline operations, address system issues proactively, and support future capital improvement planning. Building on this success, Harris continues to support the City through condition assessments of critical stormwater infrastructure, enabling informed decision-making and a proactive asset management strategy. Together, these efforts optimize the performance and sustainability of the City’s stormwater systems, delivering long-term value and resilience.
Randall Avenue Street Improvements: Harris delivered comprehensive construction management and inspection services to support the successful completion of the Randall Avenue Street Improvement Project. This project enhances pedestrian and traffic infrastructure, including sidewalk improvements, upgraded curbs and gutters, accessible curb ramps, updated signage and striping, and improved traffic signals along Randall Avenue from Cactus Avenue to Riverside Avenue. Harris’ commitment to quality oversight and project efficiency resulted in these critical upgrades contributing to a safer, more accessible, and well-functioning corridor for the community.
