The Avenue 44 Bridge Replacement restored a critical east-west connection in the City of Indio following the loss of a low-water crossing during Tropical Storm Hilary in August 2023. The new structure, a 512-foot-long, 78-foot-wide bridge, is designed to provide a resilient, all-weather crossing over the Coachella Valley Stormwater Channel, improving regional mobility, public safety, and flood protection.
Harris & Associates provided full construction management services, supporting the City of Indio through complex coordination, regulatory compliance, and active construction oversight. The project required careful integration with existing flood control infrastructure while maintaining access, managing detours, and addressing environmental and stakeholder considerations.

As a replacement of a critical crossing within an active stormwater channel, the project presented challenges related to stakeholder coordination, utility conflicts, environmental compliance, and construction within a flood-prone corridor. Harris supported the City with proactive planning and coordination to maintain progress while addressing these constraints.

- Replacement of a low-water crossing vulnerable to flood damage
- Coordination with Indio Water Authority (IWA), Charter/Spectrum and Frontier communication lines; Southern California Gas (SCG) line and Coachella Valley Water District (CVWD) for utility sequencing and relocations
- Management of foundation construction and equipment staging within the CVWD stormwater channel
- Implementation and monitoring of regional detour routes, including Avenue 45, Palo Verde Street, and Golf Center Parkway
- Community outreach through a project hotline, website, and public notifications
- Third-party biological and environmental compliance monitoring aligned with NEPA and CEQA requirements
- Oversight of permit compliance, including agreements and certifications from resource and regulatory agencies
- Paleontological monitoring services provided in coordination with the San Diego Natural History Museum

Through disciplined construction management, proactive coordination, and consistent stakeholder engagement, Harris helped the City of Indio deliver a resilient transportation link that strengthens regional infrastructure and supports long-term community needs.
Harris provided third-party compliance monitoring for the City. During a routine monitoring check, the Harris biological monitor noticed that the contractor was impacting Waters of the US and State outside of the approved project impact area. Harris immediately notified construction management to stop the impacts before they became excessive and worked with the regulatory agencies to ensure the project could continue on schedule and could retro-permit for the impacts. The monitors in-depth knowledge of the project and their use of GIS-based applications for field verification helped ensure that Harris could precisely third-party monitor both the biological monitoring consultant and the construction contractor to prevent major unpermitted impacts- a testament to Harris’s dedication to seeing clients through intensive compliance requirements to bring projects to a successful close.
