Mapping out a Funding Strategy for Utility Undergrounding

The City of Coronado wanted to develop a plan for undergrounding the existing overhead utilities within the public right-of-way to increase its desirability, have a positive impact on the surrounding community, and improve accessibility within the community.

The City selected Harris for developing the citywide undergrounding Master Plan. This included:

  • Developing specific criteria for the prioritization of future utility undergrounding projects based on concerns from the City and other stakeholders
  • Provide planning-level cost estimates for each project
  • Identify specific funding options

Core Elements

Harris’ extensive work on the study included:

  • Developing maps to show existing overhead utilities, evacuation routes, collector and arterial streets,
  • Developing rating criteria to prioritize areas for undergrounding
  • Identifying potential independent project areas within the City that need undergrounding
  • Assisting the City in community outreach and engagement
