City of Oxnard Impact Fee Updates

Officials for the City of Oxnard recognized they were working with an outdated development impact fee system and weren’t collecting the funding needed to fund new infrastructure within the City. The City selected Harris to assist with a comprehensive review and update for their impact fee program.

Harris developed a plan including recommendations for timelines and costs—identifying both short- and long-term solutions for the implementation. Once the plan was complete, Harris began the task of updating each fee program within the City.

Harris’ update plan includes preparing new development impact fees for:

  • Water
  • Sewer
  • Traffic
  • Storm drainage
  • Parks
  • Public safety
  • Public buildings
  • Utility undergrounding
  • Affordable housing
  • Art in public places
  • Refuse

Harris experts are also helping the City develop a parking‐in‐lieu fee program for the downtown area, which will ensure the effective utilization of existing parking while providing long-term funding for required future expansion. As part of this effort, Harris will calculate an in-lieu fee to fund a parking garage and review funding mechanisms for long-term maintenance.

Beyond the Blueprints

Harris also drafted the City of Oxnard’s annual AB1600 report for FY 2016-17, and 2018-19 fulfilling all statutory requirements, for presentation to the City Council.
