The Dennis & Janice Caprara Community Center Complex is the City of Gonzales’ newest civic gathering place, designed to support learning, creativity, and community connection. The centerpiece of the complex is Building A, a 10,000-square-foot facility that houses the Monterey County Free Libraries Gonzales Branch, a Teen Innovation Lab and Lounge, and office space for the City of Gonzales.
Delivered through a Design-Build contracting, the project includes two planned single-story, C-shaped buildings that frame a central courtyard featuring an outdoor amphitheater, play and discovery areas, and informal gathering spaces. Strategically located adjacent to three Gonzales Unified School District campuses, the complex creates a shared resource that connects students, families, and residents of all ages.
Harris & Associates provided construction management services, supporting the City with pre-construction and construction management services, schedule oversight, civil and utility inspections, environmental services, labor compliance, commissioning services, and stakeholder to help deliver a modern, award-winning, civic facility aligned with Gonzales’ long-term vision.
Core Elements
As the City’s first major vertical civic facility of this scale, the project presented unique challenges related to funding, procurement, and regulatory compliance. Harris actively managed these complexities while supporting the City through evolving federal requirements tied to project financing. The project emphasizes sustainability, accessibility, and operational efficiency while creating a welcoming civic anchor in the heart of downtown Gonzales.
Key elements of Harris’ scope included:
- Construction of a 10,000-square-foot multiuse civic facility
- New public library branch serving the Gonzales community
- Teen Innovation Center designed to support technology-based programming and youth activities
- Central courtyard with amphitheater, seating, and discovery areas
- 90-stall parking lot with 12 electric vehicle charging stations
- Large glazed building corners to enhance transparency and community connection
- Energy-efficient systems, durable materials, and accessibility-focused design
- Stormwater treatment system incorporating vault-based media filtration and dry-well infiltration to meet C.3 water-quality requirements
Despite procurement and regulatory challenges, Harris supported successful coordination of permanent power, with switchgear ordered in June 2024, delivered in July 2025, and permanent power established in August 2025—approximately one month earlier than anticipated.
Beyond the Blueprints
The Gonzales Community Center represented more than a single facility—it established a model for future civic development in Gonzales. Harris developed a high-profile civic facility in a central downtown location required disciplined coordination, proactive scheduling, and strong community engagement.
Harris supported the City through:
- Oversight of baseline schedule development and critical path monitoring using Oracle Primavera P6
- Regular progress reporting and attendance at City Council meetings to maintain transparency
- Integration of Build America, Buy America (BABA) compliance requirements tied to USDA funding
- Coordination efforts that contributed to early delivery of permanent electrical power, reducing schedule risk
- Monitoring of site-specific safety programs, resulting in zero lost-time injuries
- Oversight of environmental compliance, including biological surveys prior to construction
A defining feature of the project was engagement with the Gonzales Youth Council. Students participated in design workshops and provided direct input on the Teen Innovation Center’s layout, finishes, and furnishings — ensuring the facility reflects the needs and aspirations of the community it serves.
Through collaborative leadership, disciplined management, and meaningful stakeholder involvement, Harris helped the City of Gonzales deliver a resilient, forward-looking civic space that will serve as a hub for education, culture, and community life for decades to come.
The Gonzales Community Center was the recipient of the 2026 Public Works Project of the Year Award in the Structures category by the American Public Works Association (APWA) Monterey Bay Chapter.
