City of Marina - Imjin Parkway Widening and Roundabout Project

The Imjin Parkway Widening and Roundabout Project is a transformative regional corridor improvement designed to enhance connectivity between Salinas, Marina, California State University Monterey Bay, and the greater Monterey Peninsula. The project widens a 1.7-mile segment of Imjin Parkway from Imjin Road to Reservation Road, supporting long-term mobility, safety, and multimodal transportation goals.

As the first Measure X regional roadway project to enter construction, this $40 million fully funded investment—including a $19 million Senate Bill 1 Local Partnership Program grant administered by Caltrans—represents a major infrastructure commitment for North Monterey County.

Maintaining Access with a Staged and Phased Construction Approach

Key project improvements include:

  • Widening the existing two-lane roadway to a four-lane divided facility
  • Installing a raised median and Class II bicycle lanes in both directions
  • Constructing a new Class I pedestrian and bicycle path along the north side
  • Replacing four intersections with modern roundabouts
  • Modifying the Reservation Road traffic signal
  • Installing retaining walls, upgraded drainage systems, and enhanced lighting and landscaping

Harris worked closely with the City and project stakeholders to maintain access for residents, businesses, and commuters through a carefully sequenced phased construction approach.

Caltrans Requirements and Construction Administration

Harris serves as the City’s construction management consultant, overseeing all aspects of construction administration in compliance with Caltrans Construction Manual and Local Assistance Procedures Manual requirements.

Because of state and regional funding sources, the project is subject to comprehensive oversight and regulatory compliance. Prior to construction, Harris conducted detailed biddability and constructability reviews and continues to support the project through:

  • Request for Information coordination
  • Submittal review
  • Claims analysis and resolution support
  • Correspondence development
  • Schedule and quantity documentation

During active construction, Harris provides full-time resident engineering, inspection services, materials testing, environmental monitoring, labor compliance tracking, Stormwater Pollution Prevention Plan inspections, and safety oversight.

Community Engagement and Stakeholder Coordination

Construction began in June 2022 and remains underway with phased activities anticipated through 2025. Throughout the project lifecycle, Harris has supported transparent communication and coordination with community members, utility providers, agencies, and regional partners.

Once complete, the project will improve regional access, reduce congestion, and promote safe, sustainable transportation options for approximately 30,000 daily users, including residents, students, and commuters throughout North Monterey County.

Beyond the Blueprints

The Imjin Parkway Improvement Project strengthens regional mobility while supporting economic growth, environmental stewardship, and community connectivity. By delivering a modern, multimodal corridor, the project advances long-term transportation resilience and enhances quality of life for the region. This project earned the 2026 APWA Monterey Bay Project of the Year Award in the Transportation category.
