San Diego, CA – Harris & Associates has named Mark Nassar Vice President, California Water Market Leader, effective September 1, 2026. In this role, Mark will lead the growth of Harris’ California Water Market, bringing a statewide approach to the firm’s water strategy.

Mark brings over 30 years of public works and infrastructure experience across water, wastewater, stormwater, and municipal programs throughout California. Since joining Harris in 2021, he has helped grow the firm's program management and municipal construction management practice, leading major projects and programs for Valley Sanitary District, the County of San Diego, and the cities of Watsonville, Coronado, San Diego, and Rialto.

Before joining Harris, Mark held operations and owner-side leadership positions within the City of San Diego's Public Utilities Department and Stormwater Department, along with progressively senior leadership roles within the Engineering & Capital Projects Department. In those roles, he oversaw the delivery of large-scale, citywide water and wastewater infrastructure capital improvements spanning master planning, planning, design, and construction through a variety of delivery methods.
