Harris & Associates welcomes David J. R. Mack as a Project Manager/Senior Planner on the Environmental Planning + Compliance team in its Salinas office. Over the past 13 years, David has honed his expertise in current and long-range planning and environmental documentation for public agencies.

Drawing from his planning and environmental review experience, David will support our clients’ needs to prepare strong project planning documents and comply with CEQA, NEPA, and other environmental policies. “We’re thrilled to have David join our team and strengthen Harris’ ability to serve cities and agencies,” said Diane Sandman, AICP, Senior Director of Harris’ Environmental Planning + Compliance practice. “David’s passion for smart development within California’s cities—coupled with his thoughtful approach and attention to detail—perfectly aligns with our clients’ objectives.”

Prior to joining Harris, David served as a senior planner for the City of Marina and County of Monterey, where he managed planning projects, environmental impact review documents, staff reports, project scoping, public presentations, coordinated community meetings, and served as a liaison for multiple land use advisory committees and special events task force.

His planning experience also includes the preparation and processing of discretionary entitlements, specific plans, landscape ordinances, zoning updates, and general plan amendment and updates. He has facilitated public outreach meetings and works seamlessly with agency partners, including public works, development services departments, parks departments, health departments, and state and federal responsible agencies.
