Bio
With more than 12 years of experience in housing, community planning, and municipal finance, Dima Galkin brings a well-rounded perspective to helping California communities address their most pressing development challenges. As Director of Community Development + Housing at Harris, Dima leads initiatives that expand access to affordable housing, strengthen local economies, and align funding strategies with community goals.
Dima’s expertise spans affordable housing programs, development underwriting, zoning and land use, and the dissolution of redevelopment agencies. He has guided the creation and implementation of complex financing tools, including the San Gabriel Valley Regional Housing Trust Revolving Loan Fund Program, which provides flexible, locally controlled funding to advance regional housing solutions.
Before joining Harris, Dima gained valuable public- and private-sector experience with the City of Santa Monica Housing Division and RSG, Inc. His professional leadership was recognized with the Urban Land Institute Orange County–Inland Empire Chapter’s Emergent Leadership Award for Innovation.
Outside of work, Dima is an avid triathlete and held team swimming records at the club, high school, and college levels. He also enjoys traveling with his family and serves on his synagogue’s Board of Directors.
