Jason Felipe

Jason Felipe blends two decades of construction, development, and program management experience with a grounded, people-first approach to leadership. Across 22 years in the Architecture, Engineering, and Construction industry, he has guided complex initiatives for universities, healthcare institutions, public agencies, commercial developers, and contractors—always with an emphasis on clarity, teamwork, and long-term value. 

Before joining Harris, Jason held senior roles that shaped his comprehensive perspective on project delivery. As Deputy Director of Design and Construction at Jacobs, he helped lead a 10-year, multi-billion-dollar program for UC San Francisco, supporting seismic upgrades, major infrastructure improvements, and critical research facilities. He previously managed development and construction programs for Veritas Investments, directing $625 million in improvements across a vast Bay Area real-estate portfolio. His background also includes hands-on roles with Cahill Contractors, Pankow Builders, Parsons, and Gelfand Partners Architects—giving him experience from the drawing set all the way through closeout.

Jason’s strength lies in his ability to guide teams through all phases of planning and construction. His expertise includes budgeting, estimating, scheduling, MEP coordination, contract negotiation, program controls, and change management. He is known for his thoughtful mentorship, his ability to unify diverse project partners, and his consistent focus on predictable outcomes. As a trained designer with an MBA, he brings both technical rigor and strategic insight to every engagement.
