With over 25 years of experience in infrastructure projects, Ibrahim is a seasoned Resident Engineer, Project Manager, and Construction Manager. He has specialized expertise in the administration and inspection of large, complex transportation projects constructed to Green Book and Caltrans standards. Ibrahim’s comprehensive knowledge of federal, state, and local construction regulations, including those from the Federal Highway Administration, Caltrans Construction Manual, and Green Book, makes him a reliable leader for projects requiring strict compliance with industry standards.

Ibrahim’s work portfolio includes the award-winning $3.9 billion design-build California High Speed Rail, Construction Package 1 (CP1), the nation’s first high-speed rail project. This ambitious 32-mile stretch, from Avenue 19 in Madera County to East American Avenue in Fresno County, features 12 grade separations, two viaducts, one tunnel, a major river crossing over the San Joaquin River, and the realignment of State Route 99. Ibrahim played a pivotal role in the successful execution of this milestone project.

In addition to his experience with high-speed rail, Ibrahim is proficient in all aspects of constructability reviews, confirming that projects meet strict biddability and design standards. His expertise extends to construction planning, cost and schedule management, quality control, contract administration, and claims resolution.
