With more than four decades of experience delivering large-scale transportation and infrastructure projects, Enrique “Hank” Alonso, PE, leads with a deep understanding of both public agency needs and private sector execution. As Vice President of Transportation Construction Management at Harris, Hank specializes in building collaborative teams that deliver complex projects on time, within budget, and with lasting value for California communities.

Throughout his career, Hank has managed transportation corridors, toll facilities, water and wastewater systems, and mega-projects exceeding $1 billion in value. Prior to joining Harris, he served as Deputy Director for Caltrans District 12 and held leadership roles with OCTA, SBCTA, TCA, and the SFPUC. His portfolio includes high-profile efforts such as the I-405 Improvement Project, SR-241 Toll Corridor, and the OCSD Capital Improvement Program.

Clients and colleagues alike know Hank for his field-forward leadership, his ability to anticipate and resolve issues before they escalate, and his commitment to exceeding expectations on quality, safety, and cost control. He is especially adept at managing staff augmentation programs, integrating rigorous quality systems, and meeting DBE/DVBE participation goals on some of California’s most visible infrastructure programs.

His current focus at Harris: guiding agencies through complex construction programs using integrated delivery strategies, constructability insights, and proactive risk mitigation, strengthening infrastructure while supporting community resilience and economic mobility.
