County of Maui Department of Water Supply Strategic Plan Development, Phase I

Addressing complex issues around Workforce Development, Climate Change, Changing Energy Policy and Stakeholder Engagement

The County of Maui Department of Water Supply (DWS) provides water to approximately 36,400 services on the islands of Maui and Molokai. They called on Harris to prepare their first Strategic Plan.

Phase 1 of this effort involved developing a thorough understanding of DWS operations, goals, challenges and opportunities. Working and connecting with all of the DWS leaders in this first phase was identified as a key element to achieving Department wide buy-in in future phases.

Core Elements

Harris’ specific objectives for Phase 1 of the Strategic Plan included clearly identifying:

  • Current strengths, weaknesses, opportunities and threats for DWS
  • External and internal drivers that impact DWS operations including rate of growth and development in the County
  • A future ideal operating state for DWS
  • A consistent framework for identifying strategic initiatives to develop, fund and implement in subsequent phases
