As Senior Director, Roger will support the strategic growth of Harris’ water portfolio and services provided to public agencies. He possesses more than 25 years of experience in the planning, design and construction of water and wastewater infrastructure projects.

Roger’s specialties are treatment and distribution infrastructure design and construction, and his design experience includes water treatment; chemical storage and handling; residuals handling and dewatering; reservoirs; water, wastewater, and stormwater pump stations, and pipeline rehabilitation in residential and commercial areas. During his 15 years at Black & Veatch, he was involved in the design and construction of over $200 million in infrastructure improvements and upgrades. Roger also served as the Senior Civil Engineer for the City of Folsom, California where he managed numerous Capital Improvement Program projects in this rapidly growing city while being sensitive to the community’s needs.
He is a member of the American Water Works Association and California Water Environment Association and graduated with a B.S. in Civil Engineering from the University of California Davis and an M.S. in Environmental Engineering from Stanford University.
