With Harris & Associates providing objective auditing and verification, the Clark County School District could feel confident that two major school construction projects would be completed according to schedule and budget parameters—saving time and money.

For the Clark County School District, we provided a range of schedule and claims review services in support of a $3.5 billion, 10-year Capital Improvement Program. The program comprised construction of 88 new schools, five replacement schools and additions funded by a 1998 school bond issue.

For the construction of Arbor View High and Linda Givens Elementary Schools, we conducted site visits to verify contractor progress and attended client and contractor meetings, among other measures to monitor the project timeline, verify claims and ensure alignment with contract terms.

Core Elements

Harris’s auditing and oversight services included:

  • Review of all contractor’s baseline, weekly, recovery and monthly Primavera CPM schedules for conformance with contract documents
  • Review of all contractor-submitted “time impact analyses” for contract time extensions and/or compensation regarding change orders/alleged delays
  • Verification of contractor estimates for extended construction costs

Beyond the Blueprints

Harris’s services stretched to the courtroom, as we provided expert witnesses for Clark County School District’s outside counsel on four construction lawsuits. We supplied new specification sections to the school district on scheduling and impact analysis requirements performed by the contractor.
