Harris & Associates Welcomes Brian Brown as Director of Public Finance
As a Director, Brian will help public agencies address their revenue needs by forming and administering Special Financing Districts. He has learned every nuance of these districts over the past 10 years and brings this wealth of understanding to Harris clients.

Brian’s experience with Special Financing District formation includes planning, project management, budget analysis, presentations and development of special assessment and tax formulas. His expertise spans the management and generation of revenues via special tax consulting, assessment engineering and disclosure preparation for municipal bond refinancing efforts.
Clients praise Brian’s effectiveness at managing Special Financing Districts for municipalities throughout California. His past projects have involved managing district datasets for 40,000 parcels and preparing the annual engineer’s reports, assessments and special tax rolls.
His special projects work includes parcel audits, district audits and closeouts, Proposition 218 compliance analysis, and pre-formation and pre-bond disclosure analysis. In addition, Brian has managed the calculation of annual levies, analysis of district finances and the preparation of continuing disclosure reports and annual reports.
Brian is a member of the California Society of Municipal Finance Officers, California Special Districts Association and Municipal Managers Association of Southern California. He earned a B.S. in Business Administration (Finance) from San Diego State University and an M.P.A. in Public Administration (Public Sector Management) from California State University, Northridge.
