Harris Names Steve Winchester Chief Development Officer

Harris & Associates is pleased to announce that the firm has named Steve Winchester as Chief Development Officer and Senior Vice President of Water.

Steve will lead marketing and business development within Harris’ four markets: transportation, municipal, education and water. Additionally, he will continue to focus on growing Harris’ presence within the water market, expanding the firm’s breadth of services and portfolio.

Steve has more than 30 years’ water industry experience and previously served as vice president of Harris’ water market, successfully securing several key projects. Throughout his career, Steve has excelled at building and growing businesses both organically and through mergers and acquisitions. 

Prior to joining Harris, Steve led his own consulting firm and has also served as the water/wastewater division head and regional manager for several nationally-recognized engineering firms. He has overseen the execution of water projects from small diameter pipeline to extremely large treatment facilities and his experience includes water, wastewater, water reuse, stormwater and biosolids projects. 

Steve is an active member of the Association of California Water Agencies, American Water Works Association, California Association of Sanitation Agencies and the Water Environment Federation. He holds a B.S. in Business Administration from the University of Missouri, an MBA from Rockhurst University and graduated from the Accelerated Development Programme at the London Business School.
