Harris & Associates is pleased to welcome Steve Winchester as the firm's Vice President of Water. Steve brings a proven track record of transformative leadership and a vast knowledge of water industry dynamics to Harris.

Steve will lead Harris & Associates' water market, continuing to grow and expand the firm's portfolio and services. Harris partners with public agencies and private water purveyors to help provide innovative solutions to water infrastructure challenges facing our communities.

Steve joins Harris with more than 30 years of water industry experience, most recently leading his own consulting firm. Steve has also served as the water/wastewater division head and regional manager for several nationally-recognized engineering firms. He has overseen the execution of water projects from small diameter pipeline to extremely large treatment facilities and his experience includes water, wastewater, water reuse, stormwater and biosolids projects. 

Steve is an active member of the Association of California Water Agencies, American Water Works Association, California Association of Sanitation Agencies and the Water Environment Federation. He holds a B.S. in Business Administration from the University of Missouri, an MBA from Rockhurst University and graduated from the Accelerated Development Programme at the London Business School.
