Harris & Associates Launches Environmental Services Practice
Welcomes Diane Sandman as Director, Sharon Toland as Project Manager
Harris & Associates is pleased to announce the firm has launched a new practice area of environmental services. Harris welcomes Director Diane Sandman, AICP, who will lead the growth and direction of the firm’s new service line, along with Project Manager Sharon Toland. The services that Harris now offers include preparation of California Environmental Quality Act (CEQA) and National Environmental Policy Act (NEPA) documents, air quality impact assessments, health risk assessments, greenhouse gas (GHG) emissions evaluations and noise technical studies.

It was a natural next step to incorporate this service that overlaps with so many of the projects in our portfolio, as well as leverages my decades of experience in this practice area."
Diane Sandman, AICP, has nearly 15 years of environmental experience, focusing on planning, permitting and compliance. At Harris, Diane will play an integral role in helping clients navigate the complex, changing landscape associated with environmental regulations for project planning, design and construction.
She has developed a specialty in the preparation of complex documents in compliance with the CEQA and NEPA. Her experience also includes coordination with local, state and federal agencies on public- and private-sector projects that cover the entire spectrum of infrastructure. Diane helped a team complete the County of San Diego’s General Plan Update and Environmental Impact Report (EIR) in only three years, acting as the project manager for the Program EIR. The project earned an Outstanding Environmental Analysis Document Award from the Association of Environmental Professionals (AEP).
Sharon Toland has more than nine years of environmental experience, focusing on noise, air quality and greenhouse gas emissions within the context of CEQA. She has contributed to the environmental documentation and technical analysis for dozens of projects, including university development, multi-use development, coastal development, planned communities, redevelopment and infrastructure. Sharon has prepared environmental documents for projects all over the state of California. In 2011, Sharon, as primary author, won an Outstanding Technical Report (Meritorious) award from the Association of Environmental Professionals San Diego Chapter.
Diane Sandman is a certified AICP and EIR Preparer with the County of San Diego. Sharon is a Certified EIR Noise Preparer with the County. Diane and Sharon are members of the California Association of Environmental Professionals, where Diane served as President of the San Diego Chapter from 2006-2010. Diane is also active in the American Planning Association and teaches an undergraduate class on Environmental Assessment Practices at the University of San Diego.
