When it comes to floodplain and stormwater management, Alex wrote the book—or at least he helped.
The California Department of Water Resources in the Central Valley asked Alex to serve as project manager for implementing the Flood Risk Notification Program, a legislative mandate under California Water Code 9121. Later, the statewide agency asked him to serve as project manager for the California Best Available Floodplain Maps consisting of detailed set of floodplains for all 58 counties in the state. Alex also served as the project engineer for the Urban and Non-Urban Levee Evaluations Program which helped identify populations at risk from flooding for over 1,600 miles of State-Federal Levees in the Central Valley and resulted in a prioritized list for levee system improvements with the highest risk.
Alex has honed his skills directing dozens of flood control capital improvement projects throughout California and Nevada. Over the past 12 years, he has performed detailed analyses on more than 1,000 stream miles and over 10,000 approximate stream miles in California alone.
His expertise in scour (erosion due to water flow) led to a proud achievement: a sustainable design to protect the Santa Clara River levee in Ventura, Ca. This project stabilized the banks by redirecting the flowline of the river with a self-sustaining pilot channel and created a confirmed habitat for a federally endangered bird, the Least Bell’s Vireo. Alex and his team won Project of the Year Award from the Ventura Chapter of the American Public Works Association for their efforts.
Among his many industry leadership positions, Alex is on the board of directors of the Floodplain Management Association (a flood organization representing California, Nevada, and Hawaii) as the Southern Director. In addition, Alex serves on the Industry Advisory Board of the MESA Engineering Program, which helps disadvantaged students attain four-year degrees in Science, Technology, Engineering, and Mathematics disciplines.
It’s no surprise that away from work, Alex loves spending time with his family taking long road trips throughout California.
