Frank S. Lopez, PE, QSD, CFM
Senior Director / Engineering Services
As a senior director at Harris, Frank oversees budgets, schedules and quality control for municipal and land development projects statewide—and with distinguished success: Frank was a part of team that won the 2013 Central Coast APWA Project of the Year award for their work on the Charolais Creek Restoration in Paso Robles, CA.
Before joining Harris, Frank worked on major hydrologic and hydraulic analyses, drainage plans and stormwater programs throughout California, concentrating in the Los Angeles, San Luis Obispo and Monterey County regions.
His breadth of experience encompasses coordinating with municipalities, federal agencies and project teams, including assisting public clients with grant applications for Proposition 84 and FEMA Mitigation, among other grants.
Frank currently serves as the president of the APWA Monterey Bay Chapter. He has also been an active member of the San Luis Obispo County Technical Advisory Committee on Low Impact Development (LID) and Hydromodification, and the Central Coast Regional Water Quality Control Board Joint Effort Review Team.
Community service runs in Frank's family. His father has been a Public Works Director for over 30 years, and his wife serves their local community as a school counselor.
Keeping pace with Frank is no easy task. He's wholly committed to half marathons—when he's not chasing around his son and twin daughters.
Focused Collaboration. Our staff is placed in a position to leverage their strengths while utilizing the vast resources within Harris to succeed at every assignment. Staff are placed in roles where they excel, leading to a successful relationship with our clients.
