Director / Public Finance
“Competing at the highest level is not about winning. It’s about preparation, courage, understanding and nurturing people, and heart. Winning is the result.” While public finance and baseball may not have much in common on the surface, Brian draws inspiration from this favorite quote of MLB Hall of Famer Joe Torre to deliver victories for his clients.
By focusing on perfecting processes that generate high ROI, Brian meets two imperatives at once: helping public agencies address their revenue needs (by forming and administering Special Financing Districts) and preparing his Harris team to continually improve their performance.
For over 10 years, Brian has taken an entrepreneurial approach to providing financial and managerial solutions: He takes ownership, chooses the ideal teammates to tackle large-scale challenges and motivates them to succeed.
Brian’s experience with Special Financing District formation includes planning, project management, budget analysis, development of special assessment and tax formulas, and presentations. He excels at managing and generating revenues via special tax consulting, assessment engineering, district formations/annexations and disclosure preparation for municipal bond refinancing efforts.
Clients praise Brian’s effectiveness at managing Special Financing Districts for municipalities throughout California. His past projects have involved managing district datasets for 40,000 parcels and preparing the annual engineer’s reports, assessments and special tax rolls.
Brian sharpens his competitive edge by learning new things as often as possible, both in and away from the office. He also enjoys attending concerts with his wife and spending time with his children and friends.
Harris’ holistic approach to helping public agencies serve their constituents is rare in today’s ever changing environment.
